Looks damp! I'm into the sloping concrete piece meeting the brickwork, that's almost Carlo Scarpa! Why was it made this way?

No idea why it was built that way. It would have been covered in earth when built - maybe the extra strength the concrete would offer over very low bricks?
Also odd is that the blast wall looks much newer than the rest of the brickwork.
