With an auxiliary coastguard station placed right on Penmon Point, landing on Puffin Island is going to get you spotted, and whilst I don't think for a minute, they'd come out to you, I do think there's a good chance somebody might be waiting on the beach for you when you get back.
One legitimate way of getting across is to join the RSPB and go across on one of their bird watching trips. I think the main reason they control access is because of the birds that nest there.
I've got a good 30 minutes footage of VHS whilst across on Puffin Island. I'll work out a way (ideally a cheap one) of getting it on to you tube and post a link up - there's a lot more of the internals of the signal station and the underground cistern on the video.
