Carr Mill Dam was built originally to supply power to Carr Mill. This was expanded to supply the newly built Sankey Canal in the Mid 1700's and further expanded on the building of the London and North Western Railway. From what I can fathom the piped culvert is either part of the plug system for the dam or is part of the supply presumibly for the canal which is now defunct. I've seen pictures of this on a rival forum a couple of years back

Looking up the tunnel. It measures about 8 feet high by 3 to 4 feet wide. The pipe is about 2 feet in diameter.

Purely by chance a train passed over the viaduct just as I was leaving. It was worth a shot.
