Went past on my bike yesterday and noticed that there seemed to be a new 'cellar' hatch which was padlocked and cemented around. It is possible that it's been there a while, although I've never noticed it before. Anyone know?

P.s. it is under the Fred Dibnah plaque.

It never had existed.
